The Government of Ontario is providing $8 million to support small business and registered charity customers who are struggling to pay their energy bills as a result of the COVID-19 emergency.

The COVID-19 Energy Assistance Program for Small Business (CEAP-SB) provides a one time, on-bill credit to eligible small business and registered charity customers to help them catch up on their energy bills and resume regular payments. Small business and registered charity customers may be eligible for up to $850 in support towards their electricity bill if they primarily use electricity for heating, or up to $425 otherwise

CEAP-SB funding is limited. NPEI will process applications in the order in which they are received. Submitting an application for CEAP-SB to NPEI does not guarantee funding.

Eligibility Requirements

NPEI customers may be eligible for CEAP-SB funding if they meet all of the following criteria:

  1. As of the date you are applying, your small business or registered charity has an active account with NPEI. You will be required to provide your registered business number or charitable registration number.  
  2. Your small business or registered charity account is classified as General Service < 50 kW or is using less than 150,000 kWh of electricity annually if the account is with a unit sub-meter provider.
  3. Your small business or registered charity did not have any overdue amounts on its electricity bill on March 17, 2020, the date of the Provincial Declaration of Emergency.
  4. As of the date you are applying, your small business or registered charity has any overdue amounts owing from at least two electricity bills since March 17, 2020.
  5. Your small business or registered charity was required to close its premises to members of the public for regular operations for at least fifteen days as a result of a government order or an inability to adapt your business or charity to comply with public health recommendations. *

* “close” means that the small business or registered charity was unable to maintain regular operations as a result of government order or health recommendations that required them to either fully close operations, limit access to their premises or limit the services provided or available to the public.

If you are not eligible for CEAP-SB, your place of residence may still be eligible for residential CEAP or lower-income energy support programs. Please contact NPEI for information on entering into a payment agreement. You may also visit the Ontario Energy Board’s website for more information.

CEAP-SB Benefit Amounts

NPEI small business customers may qualify for a one-time CEAP-SB credit up to a maximum of $850 if their premises is mainly heated by electricity, or up to a maximum of $425 otherwise.

How to Apply

Beginning August 31, 2020, you may apply directly through NPEI.

You may apply for CEAP-SB the following ways:

  • Complete an application form online and submit it directly using the Submit button on the application (If submitting the application is not working, please click here for troubleshooting instructions)
  • If you cannot submit the application through the website, please download or print the application form, complete it and email it to ceap@npei.ca
  • If you do not have access to a computer, phone the NPEI office and have a Customer Service representative complete the application with you over the phone
  • Your completed application form can be mailed to NPEI (Please note that any mailed applications are subject to delays in mail delivery and may affect your placement in the queue. Applications are reviewed on first-come-first-serve basis)
